You can use a firewall, windows have one built in, you can use it, or download comodo for example and block that ip from there.

And for the section, it goes in the Tutorial request section, you could have posted a new thread there.

You as a host, or either you as your online server?
As a host, Snipa's right, as a server just make a file, like blockip.php, which you'll require in all of your pages once, with the lines

But this wouldn't drop incoming packets, would just prevent him from accessing the website further. This way you may prevent DoS attacks aiming to use things like forms (he cannot make thousands of users or else and overload your server, for instance), for more protection against DoS attacks you can use http://cloudflare.com .
However, if he's DDoS'ng you (unless you wanted to say DoS'd) you won't be able to do much by blocking his IP.

well it kinda stopped now.
im actually hosting a maplestory private server. it was till yesterday hosting on my own computer. so the ip of the website was my ip. he totally killed my internet with it. before i started i met this guy before on another private server. he was saying that he used "slowloris". i bought a dedicated server now and it has ddos protection. but i dont know if it works cause i dont think he has tried it yet :\ anyway if the guy finds my ip again and uses slowloris on me, will that ip block that you guys told me about help?
