It's an awesome idea, but I wouldn't make it official. I'd encourage the person who makes the booter to have requirements (such as Elite, or a certain number of posts).
This would stop leeching and improve the forum itself. Unfortunately, it wouldn't be professional of me to lead a project like this. I'll leave the thread open so you can discuss.

I think it's a great idea. If someone wants to forward me funding for a domain I can get it all setup within a day. We could have users submit shells and everything to make it better! I've ran a booter before on HackForums, it was within the top 5 most powerful on HackForums, so if you'd like me to run it, I'd be honored to.

Nah, I'm setting it up. I have extreme experiences (meaning a lot) with booters, especially Web-based ones. I already got the shells, Kitty's doing the client, I've got the source for web-based and just need hosting.

We'll be selling on HF to cover costs and make some limits for AF members.

I like the idea of making one for the forums but there is too many inactive users and (Leechers). As Anarchist said make it to Elite members or a certain amount of posts. But this is a good idea
