"pew pew pew" literally shooting almost a dead body and screams "STHAP MOVING ! STHAP MOVING !" after he clearly hears his fellow officer situation is already cleared out while he clearly see's the body laying on ground with no more threat ... [5:39]

The shooter was already shooting at police, so it's not their obligation to keep him/her alive. Likewise, letting someone bleed out can be seen as cruel. Did come across as an execution, but maybe at another angle they were reaching for the weapon.
