You would also need a good hosting service which is reliable, affordable and offers a great amount of bandwidth in case the forum takes off!

This is a good point. Another factor to consider is whether you want on-shore or off-shore hosting. If you use on-shore hosting for blackhat activity, you can get one DMCA complaint and your website will be shut down immediately.
