Good question if Mars can sustain human life. Until now research have not proved it yet. So the lone Rover and a helicopter as they call it, will be the only traffic there I suppose for long time. But lets leave all that and as you rightly pointed out, find ways of improving our roads, restrict vehicles on the road by having efficient, accessable, and competitive public transport which will attract people to migrate to such a system thereby reducing traffic, which will also improve the environment by limiting vehicle pollution.
