what the steps to make website is more understanding and user friendly?
I want learn to build a good website.

First and foremost, what's the nature of the website?
If It Involves sales, you need a fully-featured online store (with a checkout) to manage Inventory, products, orders and so forth.
If not, please elaborate.

For now, the nature of the website is for Health Care Centre.
Example like users can register and login their account with their ID numbers.
Users can view their data like their staff Handbook, attendance, financial, OverTime (OT), schedule each weeks and New Notification Anouncement from the High Management.

You'll need (at least) SSL security, and web hosting with database support to keep track of your aforementioned Information.
Opt for a good host. Most allow a free trial for ex-amount of days/weeks, hence you can judge whether It's right for you without paying a single dime.
