It's not a bug, but I think it should still be put in the "proper" order.

The legend shows the order of the ranks, and its nice to be here.

It's not really a bug, but I agree admin should be on top really.
I don't know about MyBB but I know in vBulletin you can tell what order it displays.

It's a bug that I haven't bothered with. The legend is mainly there to show the colors, since everybody knows the hierarchy.
