Given the file's capacity and It's nature being a "setup" executable, I doubt this Is what It's claimed to be.
You must provide an online virus scan report for any file you've personally uploaded and shared.

I purposely disabled UAC and upon trying to run the file In Sandboxie, It requested Administrator privileges.

For a tool of this nature, this Is an Indicator of malicious behavior confirmed by the finding of the scan report.
