Russia was attempting to hack into voting machines and interfere in small local elections. These attacks were mostly done via Spear phishing, and were leaked by some 25 year old contractor.

And who else (apart from China and the US) would this be expected. In my experience, I've seen a lot from Russia (which I cannot mention due to breaching forum rules).
