Why don't you just get some liquid ass, duck tape the nozzle, and throw it on his doorstep, or maybe a stick bomb! You can always ding dong ditch him, or maybe leave him a note that says something like: "I really dislike your random, dumb noises all the time, so I took some dog shit, and I wiped it on the side of your house, hope you will stop making noises, maybe I can do worse?" or something similar, then place it on his front porch, ring the doorbell, and bolt.
if you do that, please make sure to place a hidden camera or something across the street or somewhere, as it would be funny as shit.

Oh man, do I know that feeling.
The apartment above mine has changed tenants 6 or 7 times in the 9 years I've been living here. Two years ago, there was a couple renting it who used the third bedroom (which is right above mine) to have sex every. Fucking. Night. I got fed up with it during exams last year, so I left them a condom and a note that said they shouldn't reproduce.
Fast forward to now, and it's not much better. Fucking-like-rabbits couple moved out, but a few university students moved in who party roughly twice a week and play shit music from their giant sound system all the time (I'm starting to keep a log). We've submitted more than a dozen noise complaints, but our super is lazy and/or doesn't care, so nothing's been done.
Speaking of our wonderful superintendent, she has some tiny dog (Yorkie or something) that is incapable of shutting up. Whenever something happens near her door, it starts barking for a solid 5 minutes. Naturally, my dad found a way to exploit it. If there's something we've needed repaired in the apartment for a while that she's ignoring, my dad will go downstairs when she's home and the dog will start barking. He waits until it stops then barks back at it, which sets it off again, then repeats the process several times. It's hilarious.
