Most of those tornado sirens are part of the SCADA system, and are controlled via DTMF over shortwave. It's simply a matter of finding the frequency that they broadcast on, listening for, recording, decoding the tones, then rebroadcasting them. I dont understand why someone would want to cause that, cus what if a dangerous person caught on to something, and started running around killing people, and just so happened to pop in to the hackers house, and kill him, then the guy would be pissed in hell or heaven, wherever he goes in the scenario, that he wasnt able to get a first responder on the phone to help him.
