How do I bypass gmail security when they ask me to verify a code by a text or phone call?

I don't know of bypassing this however you can go with the flow. Either get access to that phone number or reset the password. Google has done a fair job of making things difficult.

Change your ip adress to victim's country, if you know victim's phone number or recovery email you can access to gmail(50-50)..

Used vpn to change to their country but it still didn´t work.

You have a bigger chance using a socks 4/5 proxy from the same city the target is in. Still a pretty low chance because Google implemented something that recognizes your device. If you login from a new device you will get that message unless someone knows how to spoof a full device.
