Building a portfolio out of forum requests isn't so good.
Cold-contact local businesses around you and tell them you will make them a website and talk about how beneficial it would be for them. (:

I've actually gotten a few contracts with a couple restaurants right now. I've also contacted my city government but I don't expect anything
These requests are more for an online portfolio that I would usually use for forums and such instead of my personal portfolio that would release more private info I don't wish to share here.

Building a portfolio for finding work on a forum is completely useless though. You'll get underpaid.
I suggest just working on your actual portfolio that you would give to people that you contact. Would help more on a resume too if the companies are legit.
EDIT: Depending on the location, freelancers make $25-150 an hour. It all depends on how you present yourself and where you say you live. (NYC & San Francisco freelancers get paid at least $100/hour)

I recommend getting a part time job at a local web design/dev business, it's a far better way of building a professional portfolio.
To get started, you should offer to do work experience at every business you apply for, it's an easy way of getting your foot in the door and a great learning experience.

If you're trying to build a new portfolio and still have good work to show then why not use Fiver?.
$5 Web-designs and if you already have some to show use them to advertise, best way I got a portfolio before selling the big deal.

Build your self a nice website, offer some of your website templates for sale, Sell hosting packages and then also add how much you would charge to build one. Make your website as professional as possible and then share the heck out of it. and people will come slowly but surely.

My local design places is skids.
All they use is templates the original people made like 10 years ago it looks like a crusty old website you'd see scrolling page 20 on Google.
I walked out after that. Should have showed them how to innovate damn it .-.

Start a new company by going to different older styled companies and show them new work, and sell designed sites for 500+. A local company here in Washington does shit designs from templates for around 600+ xD it's ridiculous what people will pay for shit.
