Soooooo....I always believed in the power of many.
I am working on a web site right now and asked me to make some change.
i want to change the .neighborhood-guides border-bottom to 1px solid #dbdbdb...here is the code

The code you have is fine. But its CSS - Something else with greater priority could be overriding that rule. without seeing pretty much all the CSS and HTML code theres not much else we can do for you.
