Your question are basically 2 questions, let me answer them with 2 answers.

1) Yes, that is possible. MyBB gives you such possibility's to signup and create an account. Each account will have a profile.
2) Program? If you want it to make it yourself you would have to get into programming. There are various ways of creating it. Based upon your question I can tell that you are new to all of this.
