Please, please try to actually learn something about hacking. Read some tutorials how websites work, learn a little programming and get the idea of how stuff works. Feel free to pm me and I'll help you. I promise you, that you will be creating these kind of apps yourself if you really go into it
EDIT: to answer one of your questions, you can't get a users IP directly from Facebook. Well, you can if you have access to admin area or the server.

You should use a RAT for the webcam part.
You can get a resolver link to get their IP. If they click the link, you've sent, their IP shows up in your email.
