can anyone tell me how to open port 23 on telnet ;S plzz :S

I'm not sure what exactly it is you are asking. Are you attempting to open a local or remote port? If it is a local port I would advise against opening telnet to the public, it's a rather aged and insecure protocol.
In order to open a port you should have an application listening on that port, after that you may need to adjust firewall policies to allow connections to pass through to the host machine with the listening service.
