Well If you had some coding knowledge you could write a perl or bash script to download the file. A little bit of wget majic is all that is needed here.

You need to complete survey to download something. If you can't complete survey from you country use VPN.

Linux and all things Linux related is all you need to bypass such a simple problem as a survey.
After all, is it a survey at all if the survey isn't observed before obtaining the downloaded file made mention of?
Of course not.
The only real point in those surveys is to clearly teach the user that there is an obstacle requiring a simple obfuscation which in reality is far simpler than even acknowledging the existence of an alleged "survey".
