You would need to have a team of dedicated coders that know a couple of programming languages, or if you are doing it yourself, it would take a really long time if you wanted to make it good. You would also have to develop an algorithm to differentiate viruses and normal files. Viruses don't exactly have a "malware" label on their heads. So basically, you would have to be a very good coder with tons of free time to be able to accomplish this task.

i already made one. It uses a SQLite database for virus diagnostics. It has currently 120 known viruses & malware and has runtime scanning. Its coded in AutoIt3 btw
But the 120 virus signatures took me 4 hours alone. If there were 2 people it would have been easier XD, So you can't do it alone
