It makes no sense to convert lower resolution video to a higher resolution, you can't really gain any details - this information is simply lost when the video is encoded in lower resolution and it's not possible to somehow magically recreate it - you have to have a high resolution video to begin with.
There are some algorithms, that might attempt to make the video look better, but even with them the result is far away from an video that was madein FullHD.
Also 480 is SD. HD is 720 and up (often 720 and 1080).
