I think he means, that you order your friend a pizza
and you tell the person taking order you are him, so he will have to pay them

Yeah. I've done this before. It's pretty fun. We've called and told them that we were having a party and that we needed fifteen large pizzas sent to the house. My buddy was really confused and for some reason actually paid for fifteen pizzas.
