Say I want to see the people someone reped, I would click the button, and it would be like a regular rep page, but instead of their own rep, its given rep, so you see who they reped, the amount, and the comment.
Mostly I want this to see who @Reiko neged and her reasons.

Good idea, I support, and I don't want it to be limited to upgraded members only.
All members should have this privilege.

You mean like the thing they had on LF/LSx where you could see their "Given Reps"? If so, I second this but only for S.Elite.
