It should only take one shot to disable a target, and only two to kill. Eleven shots is excessive and a poor representation of Manteca's police force. More details on why he was shot would be helpful.

WTF that is messed up I hope he gets fucked up by someone. He could of possibly shot at cops and got out and the cop hesitated to fast.

The cop was obviously not trained properly. He lost his wits, and ended up shooting a guy 11 times. That's excessive, no matter what situation you're in. He should go to jail.

All I see is a small-town cop(population 67000) who reacted appropriately to a man appearing to be reaching for a gun inside his car, in that he took measures to prevent a shootout, and his lack of familiarity with such situations made him panic and completely empty out his gun out of fear and panic.
If you don't want to get shot, when a bobby, or any other man with a gun, tells you to put your hands up, you do it, not hop out of your car and start reaching inside the passenger compartment.
