Like you said, this has been a headline several times in the past few years, and has never actually gone anywhere. In a country like the US, I don't think you could effectively eliminate TikTok, or at least not for any meaningful length of time before people found a way to circumvent the ban. I don't think congress has as much control over something like the internet as might be implied, in a supposedly progressive and free country.
