I don't believe the actual one does but I do know there's a significant number of fakes around.
Personally I would go with the piracy option but that has its own inherent risks to anyone not familiar with what to look out for.

Oceanofgames also has pretty much every game but be careful of fake sites cause they install miners and a bunch of shit

Ive tried doing a little research, I can hardly find people selling steam keys, used to be able to find a bunch of sellers doing it on shopify years ago, oh how times change

Go on the r/piracy or r/PiratedGames megathread on reddit, they basically have everything. Some torrents on popular piracy sites could have malware, so if u don't wanna risk it go on the reddit

Hi bro, For getting free games, check out releases from groups like SKIDROW, CODEX, PLAZA, and CPY. They usually have crack versions, but always be cautious about where you download from to avoid malware.

After you join that forum you can leave those useless sites like steamunlocked and any others.
From that forum you will find clean steam games, i.e. loaded as they are directly from steam and then if they have protections you can use Goldberg steam emulator or Steamless.
And so you are sure that you will no longer get malware or miners and other rubbish
