first of all, figure very well the feature that your pc need before everything else.
I would suggest like:"i want to play fullhd everything maxed, or i want to play 4k but i dont care about the maximum graphics", only when you have decided this i would start searching components online.
I'm not a fan of searching "best pc with 1000$" or something like that. I would suggest find good yt channel and watch many video, search online for comparison between components when you are in doubt and one of the most important thing is: USE FORUMS FOR EVERY QUESTION YOU HAVE, you can find people that can reply to your strangest thought about pc components.
Only when you have done all this you will have a list of components that you need you can pass to the last part, the buying, there are many ways you could approach this part, like buying everything from amazon or, you could search on many different website and watch who has the best deal for that partisular component, maybe you could save money and buy better component on the next purchase(ex: i saved 30$ on a psu so im goind to spend them on a better ssd).
The last part is the building, where you have to watch a couple videos on yt to learn the basics, but it will be very funny and simple. Just be cautious and it'll be like building a lego set.
