Done it before I recommend using upwork or fiverr and ask a few buddies to leave good reviews (you can pay them their order amount back)

Go to local businesses and build a portfolio. Don't demand them to pay since you don't have any previous references and when people know you can deliver you can start charging money

i got my current job from a startup networking event, they seem to need designers who can do it all though
