Light Yagami is my favourite anime villain.
An incredible character that progresses into becoming a reprobate. You witness what ultimate power in one person's hand can do to a human. He is astute, charismatic, and controvertibly well-intentioned from the commencement. He has a unique presence for a villain being the protagonist of the story.

Vincent Volaju from Cowboy Bebop. He's not super complex, but one of my favorites. It's said he was designed with elements of Johnny Cash/Bob Dylan, which make for a perfect outlaw.
