Of course, having one agreement through would encourage other countries to do so too, and we do not want that.

You know the media conglomerates and supporting parties are behind this right? They're going to keep throwing money at it, the only way to stop them is guerilla warfare, ie; too expensive to occupy, or in this case, pursue.
