I just bought a VCC and linked it to my Paypal, and it got my account verified. Cost me $3.95.

I can verify any paypal at anytime in less than 15 minutes.....This isn't hard to do
.EDIT: Oh and I can do it without paying a cent.. So no need to pay $20 for his way...
