Brazil has decided to fine Apple for not including chargers with their devices. While it's awful phone companies started doing this, not sure fining them in 3rd world countries is the way to go.

I can't see the logic behind excluding the charger - It's obviously needed to continue using the device.
It's like purchasing a car without the steering wheel.
