So my wallet was stolen, and we all should know what a hassle it is to get our things replaced. Especially your license. You hve to bring all kinds of things to prove I am who I say I am. So I do have a picture front and backed my license. My question is turning that photo into a usable license. I have a old one I want to use the material from the old one. But how to easily and cheerily put that image on there. Anyone have any ideas

You're saying your wallet was stolen, so you want to make a fake ID...
I'm not saying you can't find services for a fake ID, but you'd be committing a potential felony over really silly circumstances. Arguably it would be much better to go to the DMV to get it replaced, especially compared to making one yourself. Typically IDs have watermarks and holographic details invisible to the naked eye. These details, no matter how proficient the creator, will generally be apparent on a fake ID.

Dependent on the creator I have some seen some near 1:1 fakes being created. But here's where the issues with @Catalysteffect 's plan:
- Ink Ghosting: Assuming your DMV actually uses decent PVC (or whatever they use in that state) then the fading should be near minimal and will cause a new ID printed over it to be completely obfuscated.
- Holographics: Unless you can think of a way to retain the holographic patterns and raised text (should be common on most IDs nowadays) then you're mostly out of luck. The vast majority of fake ID manufacturers actually have the equipment to produce these effects (or stolen holographic paper in the case of the holograms.)
- Cost: The amount of time and money it will take to make a decently passable fake will vastly surpass the cost of purchasing two replacement licenses and going down to the DMV to get it replaced.
Now, if its something you want to do just to try, you really could consider getting a PVC heat printer and making the print and possibly implementing the holographics. The raised text, especially something that fine will be an extreme pain though.
Its definitely a neat idea and one I've wanted to try just for concept, but probably not with something that is inevitably a felony as well.
