With a billion people, I sure thought they would be more apparent. Maybe there is absolute zero investment in any athletics aside from cricket in India.

Lack of investment probably is one of the key reasons many nations don't excel as well at the Olympics. But, that makes it all the more exciting when someone does win who wasn't expected to. You know they'll go back to their home country a hero.

I would also expect more European countries to be up there in the medal tables, as it's not like they don't have access to sports. However, it seems particular European countries have their specific sports that they excel at, and many are in the winter Olympics too.

In athletics, not Olympics in general. "Athletics" must have a different meaning in American vs British English.
