I'm sorry, but why respond with that?
He asked you a question, you don't answer a question saying "Check for yourself" You could at least answer the question, the answer is no it isn't, I checked it and saw nothing saying off shore.
Also I would use 000webhost, hostgator or godaddy they are the best in my opinion.
