downloaded this on my test windows VM. it installed but no GUI. I must be missing a step.

Might be because of an anti-vm protection
Don't run it outside of a VM though.

I'm not staff so I'm not scanning every file that comes through. That's up to the end user of the site. However, it should be known by most that use remote administration tools that they will be detected as false positives even if they are not themselves infected just because of the nature of such programs.
