my neighbors play loud music and rage all hours of the night how can i get payback and jam their wifi or jam all the wifi on my block because they use their neighbors wifi when there's goes down

Jam isnt the right word here, but if you can get acess to their network you could do a MITM and and preform a DOS by dropping all their packets.
