Hi, I want to share my thoughts and desire to do something of this!
1. Open points in different parts of the city to receive old / damaged tires.
People will pay you (1 Euro per tire) to accept their tires for disposal or recycling.
Then you can sell these tires for (3-4 euros per piece) in a neighboring country or the CIS country to an enterprise for the processing of tires into crumb for covering on sports grounds and similar places.
You can also negotiate with several tire companies who will pay you and give you tires for recycling.
2. Receive free waste paper or used plastic bottles. Use a hydraulic press to press this waste and then sell the pressed plastic bottles or waste paper to large recycling companies.
This can be a stable and legal business!

Have you calculated the cost of permits, Insurance, purchase of utility/van/truck( for transporting the tires), registration, fuel, tax (where applicable), service & maintenance, cost of freight for overseas sales, etc?

This sounds overly ambitious, and would've already been done if it was profitable
