Heh no it can't work with 4G. it's used for hacking people within your network but 4G is like your own internet connection with no connection to other users on it.
I wouldn't see much advantages to exploiting remote machines using a phone but there are many advantages to exploiting local machines with a phone due to how portable it is.

Eh, it could be used for a couple of nasty pranks. I'd imagine you get some giggles reading through other people's Facebooks and stuff.
