Depending of a video I have watched an agent saying "These kind of hackers are young and they alway like to travel. That way FBI are ready to arrest them while they are travelling"
Also we don't really know what is happening behind the sence.

If I am wrong but I don’t believe the FBI can arrest him given he is in a different country?
Just shows the hold the US gov is taking with any form of piracy

Depends on the country and if they have extradition treaties. Generally speaking, Russia will not extradite its own citizens.
