Are you referring to some sort of hotspot? iPhones require you to have a carrier to support it, or if you have a jailbreaked phone see this.

This is both true and false.
Yes, carrier support is required for tethering, however all major carriers at this time have it on by default. It's only the spinoff carriers (eg metro) that don't.
You could also just drop the following entitlement into a dummy app and sideload it..
