For a new forum, yes. Still, more activity is always desirable. A comfortable posting environment is always nice which this place has also.

I'd say activity.
Not just spam activity, where the posts contribute to nothing, but activity that is high quality and promotes discussion.

Try to always have great content. Users need an incentive to stay, so I try to have good threads that users can join in on, ability to win things etc.
