As for the website, it's described as an anonymous Black Market, design for individuals to Buy and Sell Anonymous Contents, tools and softwares.
@"mothered" Might want to take a look at this and see if it violates any rules, I'm not in the position to decide whether if it's self-advertising or not.

I guess it just generate random string of particular length and creates public key using the known algorithm and check if that generated pub key has any balance. The idea might look interesting but the hit rate is very low.
Pls let me know if I am understanding it wrong...!
