Why in the hell would this ever be proposed? I guess maybe because of all of the illegal things that happen online involving cryptocurrencies. Hopefully other countries don't look into a bill like this.

Most countries don't allow competing currencies that they can't regulate. Mavrodi's MMM currency in Russia during the 1990s almost achieved parity with the Rouble at one point. It wasn't cryptocurrency but it was a similar ploy.
