He stated "I said I'll refund you". It's an Indicator of making an effort than not.

Whether he did, Is Inconclusive at this stage.

The reason for that might just be, that even though he told you he would refund you. This is none of mothered's business, since the evidence is solely based on Discord logs and PayPal.
