In the lands of Brazil you have little to no control. The land is run by the Favelas' leaders who are using your people for money. All the money you put into the country was quickly destroyed, but there are people who hate the Favelas' leaders and want to take them down; those people are your 10,000 citizens, but if you make a move too quickly you will be squashed by the Favelas' leaders. My suggestion is to find an ally that can give you military support. There is no need for brainwashing, your people are loyal and they only want their freedom back. The money that you put into technology was used for TVs in households. Your people are starting grow crops for the "Cash Crop" industry. Your emergency supplies/shelter are hidden but if the Favelas' Leaders find them you might have a war on your hands. Your people are very skilled with the AK-47 and they began training secretly and can only practice mostly at night.
