Although the matter is if it does the job that is written for, correctly. If you want to become a knowledgeable person in the InfoSec field, it is highly recommended that you do. Only programming yourself will give you the power to be independend from other's tools and to do exactly what you have in mind. It almost doesn't matter which language you choose to get the basics down. Learn a language, create some tools yourself. You will see how much you will learn from doing. C+ doesn't exist. You probably mean C++. Both, Java and C++ can be suitable depending on the context. However, Java is usually not a good choice for tools like crypters, if that's where you interest is in.
