You would actually need less than that if you're smart, pro cloudflare + digitalocean or other cheap host + $10-$15 domain is all it takes. And money for a theme if you can't make your own. The real problem is getting a userbase.
I'd personally buy a house and car, pay everything off for a while, then invest the rest. I didn't look at the bills because my vision is blurry atm, so that may not be as much as I think, but I'd make it work anyway.

- Buy a Small-Sized Car
- Set up an E-Mall
- Provide Free Wi-Fi to every Student like me
- Pay college fees for students who cannot afford
- Buy a Cow
