You mean like the site you are on, correct? I could spend a couple hours(on the weekends) ripping and watching movies if you guys need movies as I LOOOOOVE movies.

Yeah the legality is the main worry. But you could introduce a new rule that only allows legal torrents to be uploaded. If a user breaks the rules, he is putting the whole forum in danger so the punishment should be severe. Or the staff could review every torrent before it is uploaded. And no torrents can be uploaded that were downloaded from another site. Torrents on their own are not illegal.
But trust me, it would definitely be used.
