Its a collection of various windows fixes, virus scanners, and random tools the Geek squad use to do hardware diags and OS repairs with. Its really helpful for its almost complete automation of basic computer repair diags and repairs.

this is the tool best buy uses to "fix" pcs, they dont sell it to people. they charge you, for the dumbest of their techs to simply use this to work on your pc

It certainly Is.
I also recommend Microsoft DaRT, which I've been using from Windows XP to date. It resets any local user account within minutes and repairs an array of Issues. It's not available for public download but I have every version for all OSes, In both the 32 and 64 bit architectures.
