Not a specific and planned purpose, no. Art can be viewed in many different ways, be used in many different ways, be created in many different ways and so on. Design on the other hand should always have a specific goal in mind.

so if someone made a design for a website such a bubbleboy did and then he decided to print it on a canvas would it not than be art?
